University of Canberra Public Hospital (UCPH) Consultation

The University of Canberra Public Hospital Service Delivery and Care Summary has been released and will be available for public comment until 01 December 2015.

The Summary articulates the principles of clinical and support service provision at UCPH.  It provides a platform for the development of detailed operational models of care.

About the University of Canberra Public Hospital (UCPH)

The University of Canberra Public Hospital (UCPH) will be a new facility providing sub-acute rehabilitation services to the people of Canberra and surrounding regions. 

It will enhance rehabilitation and aged care services available across the ACT through overnight, day and sessional ambulatory services in one specialty facility without the pressure created by emergency and acute care needs. 

The new facility will not have an Emergency Department.

About the Service Delivery and Care Summary

The Service Delivery and Care Summary outlines the clinical services and support services that will be provided at the hospital.  It outlines eligibility criteria for Aged Care and Rehabilitation services and discusses the next steps in the planning process. 

The Service Delivery and Care Summary was developed to reflect the content of a larger body of work in a more accessible way. 

This work includes the:

  • UCPH Model of Service Delivery;

  • Rehabilitation Aged and Community Care UCPH Model of Care;

  • Adult Mental Health Rehabilitation Unit Model of Care; and

  • Adult Mental Health Day Service Model of Care.

The Mental Health Models of Care underwent public consultation in 2014 and have been finalised through the ACT Health approval processes.  Feedback on the Mental Health models of care is not sought in this process.

During June and July 2014, ACT Health held a community consultation on the Service Delivery Plan for the new hospital. The feedback from this consultation was used to guide the development of the Model of Care and Service Delivery.

Consultation has occurred on the reference design for the facility and further work is under way to finalise the facility plans.  The final design of the facility along with the outcomes from this consultation on the Service Delivery and Care Summary will guide detailed work into how services will function within the spaces of the facility to provide high quality, patient centred care.

About this community consultation

ACT Health is interested in hearing the community’s views on the intended operation and function of the services within the facility. 

The Service Delivery and Care Summary and supporting materials have been released for community consultation and until 01 December 2015.

University of Canberra Service Delivery Plan Consultation – Summary of Feedback (attachment A)

On Wednesday 4 June 2014, the Service Delivery Plan (SDP) was publicly released, commencing a consultation period that closed on 16 July 2014. However, a number of extensions for submissions were granted, and informal consultation has continued well beyond the closing date. A range of matters were raised by individuals and have been addressed via direct contact with the stakeholders. All such feedback has been provided to the model of care team and project team for consideration. All feedback was incorporated into a stakeholder feedback register that formed part of the documentation provided to the Head Contractors for the final design phase of the project. This table presents feedback which has been grouped around commonly occurring themes.

Reference Design Public Consultation Report (attachment B)

The Reference Design for the University of Canberra Public Hospital (the UCPH) was released on Monday 16 March 2015 for public comment until Friday 17 April 2015. A range of communication and consultation activities were carried out during this period to inform the community about the Reference Design and to seek feedback.
