Specialist Medical Officers - Private Practice Arrangements

The summary below should be read in accordance with the ACT Health Medical Staff Certified Agreement 2005-2008 and the ACT Health Rights of Private Practice for Specialists and Senior Specialists Rules.

Please Note: the ACT Health Rights of Private Practice for Specialists and Senior Specialists Rules is pending final approval and isn’t available at this time.

  • specialists have a right of private practice as a condition of their employment
  • unless they elects otherwise, new specialists begin on Scheme A and remain there for up to 12 months before they must elect to move to Scheme B or Scheme C
  • individual specialists or groups are entitled to remain on Scheme A if management identifies their difficulty to bill private patients because of the nature of their discipline
  • specialists can move between Schemes only in accordance with the Rules
  • specialist must pay all private practice fees to the Territory in accordance with the rights of private practice
  • the Territory must make contributions to the private practice fund in accordance with the Rules
  • specialists and other employees of ACT Health can apply to their relevant private practice funds administration committee for payments that have certain purposes, including professional development activities and research

Scheme A - Private Practice Payments
  • Scheme A specialists are paid a private practice payment equal to 20% of their base salary, including allowances—Pro-rata is used for part-time specialists
  • specialists are also entitled to an additional payment of $0.50 for every dollar of private practice revenue generated over the equivalent of 10% of their base salary and not exceeding 30%
Scheme B - Private Practice Payments
  • Scheme B specialists are paid a private practice payment of $1.00 for every dollar of private practice revenue generated over their specialty threshold, but not exceeding an amount equivalent to 50% of their base salary
  • specialists who don’t generate private practice fees over 20% of their salary are still entitled to a payment that equals the amount of fees generated
Scheme C - Private Practice Payments
  • Scheme C is available to specialists who have been granted leave without pay for 25% of the time worked by full-time specialist medical officers—these specialists are classified as full-time under the Scheme
  • Scheme C specialists are paid a private practice payment of $1.00 for every dollar of private practice revenue generated over their specialty threshold but not exceeding an amount that equals 133% of their base salary
